CSV 2 POST is now on sale again at http://www.csv2post.com, that plugin will focus on creating posts/pages only and has no automation. It does not include the updating abilities. Easy CSV Importer is the more advanced plugin, especially the new ECI 2.0 BETA however that is more expensive.
